On September 27, 2023, the Permanent Representative of Spain deposited the instrument of ratification of the Council of Europe Convention on Access to Official Documents (STCE 205).

The Convention will enter into force with respect to Spain on 1 January 2024.

This Convention is the first binding international legal instrument that recognizes a general right of access to official documents held by public authorities and establishes minimum standards to be applied in the processing of requests for access to official documents. It provides that limitations on this right are permitted only to the extent that they are intended to protect certain interests, such as national security, defence or privacy.
