Final agreement of the Open Government Forum (29/10/2020)
El Plenary of the Open Government Forum, at the meeting of October 29, 2020, agrees to the approval of IV Open Government Plan.
The meeting is opened by the Minister of Territorial Policy and Public Service, Carolina Darias, and chaired by the Secretary General of Public Service, Javier Rueda. It involves representatives of civil society (members of the Academy of Moral and Political Sciences, university professors, protransparency associations, Consumer and User Council, Third Sector Platform), of the General State Administration, of all Autonomous Communities and Cities, of the Spanish Federation of Municipalities and Provinces, as well as observers (Spanish Data Protection Agency, Federation of Associations of Journalists of Spain, Alliance for Open Government and Council for Transparency and Good Governance).
In June and September 2020, deliberative workshops were held in which they participated representatives of civil society and various public administrationsto discuss proposals for commitments and activities to be included in the Plan.
The conclusions of these workshops, together with the contributions received in the prior consultation phase, were taken into account in the preparation of the draft Plan.
From March 18 to April 10, 2019, the prior consultation period was open, so that civil society (organizations and citizens in general) could make their proposals for the Plan, through a form.
Contribution to the development of values of Open Government. To assess the proposals, consideration will be given to their suitability for the development of the principles of Participation, transparency, accountability and integrity, advocated by the Open Government Alliance, as well as its contribution to the achievement of all or some of the established general objectives of the Fourth Open Government Plan.
Legal and budgetary feasibility of the proposal. Those ideas or proposals that do not conform to the legal system, that involve exorbitant economic commitments or that are not financially viable will not be taken into consideration.
Technical feasibility. The initiatives and proposals that are formulated must have a clear, realistic objective measurable through indicators and whose achievement can be achieved in the period of validity of the Plan, through clearly specified activities.
Transverseness. It will evaluate those measures transversal to the different levels of public administration (state, regional and local) that promote the promotion of common strategies and coordination actions between all of them, as well as collaboration with civil society organizations.
Transformative impact in public policy. Proposals will be prioritized with a clear transformative impact on citizens and on the openness of public policies.
Social inclusion. Special consideration shall be given to actions that promote the equality, the social inclusion and the fulfilment of the sustainable development goals contained in the 2030 Agenda.
