This bootcamp is part of the project “Improving citizen participation with emerging technologies” (23PT04), which includes Spain (INAP), Portugal (AMA/LabX) and the Netherlands (Digicampus). The project is funded by the European Commission (DG REFORM) and coordinated by the OECD. The project is part of the European Commission's Technical Support Instrument (IST), whose main objective is to provide technical assistance to Member States for the design, implementation and evaluation of their institutional, structural and administrative reforms.

On July 17, 2024, the President of the Government announced in the Congress of Deputies the celebration in Spain of the IX Global Summit of the Alliance for Open Government in Vitoria-Gasteiz in the autumn of 2025. More than 2,000 experts and world leaders will participate and help strengthen Spain’s position on transparency and citizen participation.

Once again, we celebrated Open Government Week in Spain with the aim of bringing Public Administrations closer to the citizens, based on the principles of Open Government: transparency, accountability, citizen participation, public integrity and collaboration.

OGP- STEERING COMMITTEE
The Steering Committee (SC) is the executive and decision-making body of OGP. Its function is to develop, promote and safeguard the values, principles and interests of OGP, establish the core ideas, policies and rules of OGP and supervise the operation of the Association.
The CD is composed of 22 members (11 from national governments and 11 from civil society), maintaining parity between the two electoral districts.
From 1 October 2024, Spain held the main co-chairmanship of the OGP Steering Committee until 30 September 2025.
The Open Government DG participates in the meeting of the OGP Steering Committee, which will take place in Nairobi, Kenya, from 11 to 13 March 2024.

EUPAN SUMMER SCHOOL 2023
La Directora General de Gobernanza Pública asiste a la EUPAN Summer School 2023, celebrada en el Centre Ernest Lluch de la Universidad Internacional Menéndez Pelayo en Barcelona. This School will be held on November 6,7 and 8, 2023 and aims to continue the progress that was made in the editions of 2021 and 2022 in Germany and France.
This new edition focuses on Open Government, understood as a system of governance based on the principles of transparency and accountability, citizen participation and public integrity.
The Presidency of the EUPAN Network during the second half of 2023 is held jointly by the Public Governance DG and the Public Service DG within the framework of the Spanish Presidency of the EU Council.
EUPAN (EUROPEAN ADMINISTRATION PUBLIC NETWORK) is an informal network of cooperation between the Member States in the field of public administration and a platform for the exchange of views, experiences and good practices with a view to improving the performance, competitiveness and quality of the Central Administrations in the Member States.

Final Day: Open Government: for all people
The Third Sector Platform celebrates its last day as part of the project ‘Open Government: for all people’. The day puts an end to the Open Government Partnership Agreement for Inclusive Communication he signed with Ministry of Finance and Public Service at the end of the year 2021. Taking advantage of this occasion, it has prepared a final document that puts the finishing touch to two years of intense activities that have managed to bring the public administration closer to people who are in a situation of vulnerability or at risk of social exclusion.

Spain elected a new member of the Steering Committee of the Open Government Alliance
On March 28, Spain was elected, along with the United States and Kenya, as a new member of the Steering Committee of the Alliance for Open Government.
The Spanish candidacy has validated our country’s commitment to the Alliance to jointly promote transparency, accountability, participation, integrity and social inclusion. It has also highlighted the participation in local OGP of the Autonomous Communities of Catalonia, the Basque Country, Aragon, the Valencian Community and the Principality of Asturias and the City of Madrid, as well as the incorporation of all the autonomous communities and cities and of the Spanish Federation of Municipalities and Provinces, with its most innovative initiatives, to the current IV Open Government Plan. All this makes Spain a reference for other states that are strongly decentralized or have a federal or regional structure.

Intermediate Self-Assessment IV Open Government Plan of Spain 2020-2024
El IV Open Government Plan of Spain 2020-2024, approved on October 29, 2020, has reached its second year of validity. The Open Government Alliance (OGP) establishes for the four-year action plans that, at the end of the second year of implementation of the Plan, the persons responsible for it will prepare a report evaluating the progress made in the fulfillment of the commitments and that the Plan will be reviewed and updated as appropriate.
The Directorate General of Public Governance has prepared the calendar setting out the next steps to be taken to successfully complete this process and which can be consulted in this link.
In order for any person or organization to have the opportunity to contribute to the draft Report, the public information process will be available from November 29 to December 12.

On February 7, the Alliance for Open Government (OGP), has published on its website the Report in which its Independent Review Mechanism (IRM) has evaluated the results of the III Open Government Plan in Spain, whose implementation ended in June 2019.
The III Open Government Plan of Spain has obtained a high score at international level: it has a level of compliance well above the average and the commitments made are effective and achieve great advances in the opening of the government.

Meeting of the Working Group for the Reform of the Transparency Act
Within the Plan to improve the participation of the IV Open Government Plan, a Working Group for the reform of the Transparency Law has been created, within the Open Government Forum, provided for in article 4.5 of Order HFP/134/2018, of February 15, creating the Open Government Forum.
The Joint Working Group met for the first time on 28 January. Composed of 6 representatives of the Public Administrations and 6 of the Civil Society, it brings together a group of experts to collaborate with the General Directorate of Public Governance in initiative 1.3 of the Fourth Open Government Plan, “Reform of the law of transparency, access to public information and good governance”.

The INAP has organized the meeting “Open Government, iPublic innovation and citizen collaboration”, coordinated by J. The IV Open Government Plan of Spain 2020-2024 is published in this Transparency Portal, approved on October 29, 2020, by agreement of the Plenary of the Open Government Forum. The plan includes 10 commitments which the public administrations assume to strengthen transparency and accountability, improve participation, establish systems of public integrity, and form and raise awareness to citizens and public employed personnel in matters of Open Government, with the aim of Contribute to a more just, peaceful and inclusive society.

The plenary session of Open Government Forum, at the meeting of 29 October 2020, agrees to the approval of the IV Open Government Plan (watch video of the meeting).
La Ministra de Política Territorial y Función Pública, Carolina Darias, inaugura la reunión, highlighting the importance of Open Government Forum as a space for dialogue and cooperation between public administrations and civil society, which has made a decisive contribution to the shared design of the IV Plan of Open Government, and thanking the representatives of civil society and the different public administrations for their participation in the elaboration of the same. It also points out the high ambition of the objectives and commitments of the Fourth Plan, as well as its alignment with the 2030 Agenda and, in particular, SDG 16, on peaceful and inclusive societies for sustainable development.

After the declaration of the State of Alarm by Royal Decree 463/2020, of March 14, for the management of the health crisis situation caused by COVID-19,the deadlines set out in the road map for the elaboration and approval of the IV Open Government Plan are suspendedapproved by the Standing Committee of the Open Government Forum on 26 February 2020, pending the resumption of the Plan design process in the exceptional circumstances.
However, we are still working on the analysis of citizens’ proposals and the formulation of proposals, with a view to their possible inclusion in the Plan.
