They are regulated in article 21 of Law 19/2013, of 9 December, on transparency, access to public information and good governance.
Article 21. Units of information.
The Public Administrations included in the scope of this title will establish systems to integrate the management of requests for information of citizens in the operation of their internal organization.
Within the General Administration of the State, there will be specialized units that will have the following functions:
To collect and disseminate the information referred to in chapter II of title I of this Law.
Receive and process requests for access to information.
Carry out the internal procedures necessary to give access to the information requested.
To monitor and control the correct processing of requests for access to information.
Keep a record of requests for access to information.
Ensure the availability on the respective website or electronic site of the information whose access is most frequently requested.
Keep up to date a content map in which the different types of information held by the organ are identified.
All those that are necessary to ensure the correct application of the provisions of this Law.
The other entities within the scope of this Title shall clearly identify the body competent to deal with requests for access.
