According to the Law 3/2015, of March 30, regulating the exercise of the high office of the General State Administration , are considered senior positions:

Persons who are part of the Government and those who hold the positions of Secretaries or Secretaries of State.
The Under-Secretaries and/or Under-Secretaries and assimilated positions; the Secretaries and/or Secretaries-General; the Government Delegates and/or Delegates in the Autonomous Communities and in Ceuta and Melilla; the Government Delegates and/or Delegates in entities of Public Law; and the heads and/or heads of permanent diplomatic mission, as well as the heads and/or heads of permanent representation to international organizations.
Secretaries and/or Technical Secretaries-General, Directors and/or General Directors of the General Administration of the State and assimilated positions
The Presidents and/or Presidents, the Vice-Presidents and/or Vice-Presidents, the Directors and/or General Directors, the Directors and/or Executive Directors and assimilated positions in entities of the public sector of the State, administrative, foundational or business, linked or dependent to the General Administration of the State that have the status of chief executives and whose appointment is made by decision of the Council of Ministers or by their own governing bodies and, in any case, the Presidents and/or Directors and/or Directors with the rank of Director or General Director of the Presidents and Economic Services
The President or President, the Vice-President or Vice-President and the rest of the people who are part of the Council of the National Commission of Markets and Competition, the President or President of the Council of Transparency and Good Governance, the President or President of the Independent Authority of Fiscal Responsibility, the President or President, Vice-President or Vice-President and the Vowels or Vowels of the Council of the National Commission of the Securities Market, the President or President, the Councillors and/or Councillors and the Secretary or General of the Regulatory Persons as well
Directors and/or Directors, Directors and/or Executive Directors, Secretaries and/or Secretaries-General or equivalents of regulatory and supervisory bodies.
Persons holding any other position in the State public sector, whatever their name, whose appointment is made by the Council of Ministers, with the exception of those who have the status of Deputy Directors or Deputy Directors General and similar positions.
