Económico-presupuestaria management in the area of the secretariat of digitization status and Artificial intelligence and the management económico-administrativa for procurement, custom conventions themselves and in the area of the secretariat of state, the communication and registration of same, the elevation of recruitment files in the area of the secretariat of state within the scope of the board of recruitment or the bureau of recruitment of the Ministry.
Cooperation with the directorate General of Rationalization and centralizing recruitment of the ministry of finance in the centralized management of recruitment in the area of competence of the secretariat of digitization status and Artificial intelligence.

La resolución de controversias entre operadores y usuarios finales de los servicios de comunicaciones electrónicas, así como la información y atención al usuario de servicios de telecomunicaciones y digitales.

La supervisión del cumplimiento de los requisitos, acuerdos y las condiciones establecidas en el artículo 76 de la Ley 11/2022, de 28 de junio, para garantizar el derecho de los usuarios finales de acceso abierto a internet y publicar el informe anual al que se refiere dicho artículo.

La verificación del cumplimiento de los requisitos y las condiciones establecidas en el Reglamento (UE) 2022/612 del Parlamento Europeo y del Consejo, de 6 de abril de 2022, relativo a la itinerancia en las redes públicas de comunicaciones móviles en la Unión, en materia de acceso de los usuarios finales a los servicios de comunicaciones electrónicas de voz, SMS y datos en itinerancia en la Unión Europea, incluida su venta por separado, la correcta prestación de servicios regulados de itinerancia al por menor, la correcta aplicación de las tarifas al por menor de servicios regulados de itinerancia, la no inclusión de recargos y de sus condiciones y mecanismos de transparencia, así como la correcta aplicación por los operadores de itinerancia de su política de utilización razonable al consumo de servicios regulados de itinerancia al por menor, la resolución de controversias entre usuarios finales y operadores por la prestación de servicios de itinerancia y el control y supervisión de la itinerancia involuntaria en zonas fronterizas.

La verificación de la correcta aplicación de las tarifas al por menor de las comunicaciones intracomunitarias reguladas en los términos establecidos en el Reglamento (UE) 2015/2120 del Parlamento Europeo y del Consejo, de 25 de noviembre de 2015, a excepción de la materia relativa a la sostenibilidad del modelo de tarificación nacional de un operador.

La incoación y tramitación de procedimientos correspondientes a la aplicación del régimen sancionador relacionado con las redes y servicios de comunicaciones electrónicas y los servicios de tarificación adicional.

Aquellas funciones relacionadas con la seguridad que se atribuyen al Ministerio para la Transformación Digital y de la Función Pública, como Autoridad Competente en materia de seguridad en la Ley 11/2022, de 28 de junio, General de Telecomunicaciones.

Formular propuestas para desarrollar, concretar y detallar el contenido del Esquema Nacional de Seguridad de redes y servicios 5G.

La gestión y coordinación del Centro de Operaciones de Seguridad 5G de referencia.

Formular requerimientos de información a los sujetos obligados por la normativa reguladora de los requisitos de seguridad para la instalación, el despliegue y la explotación de redes de comunicaciones electrónicas y la prestación de servicios de comunicaciones electrónicas e inalámbricas basados en la tecnología de quinta generación (5G).

Verificar y controlar el cumplimiento de las obligaciones impuestas a los sujetos obligados por la normativa reguladora de los requisitos de seguridad para la instalación, el despliegue y la explotación de redes de comunicaciones electrónicas y la prestación de servicios de comunicaciones electrónicas e inalámbricas basados en la tecnología 5G.

Realizar auditorías u ordenar su realización para verificar y controlar el cumplimiento de las obligaciones mencionadas en la letra anterior.

La participación en comisiones, grupos de trabajo y otros foros de carácter nacional, europeo e internacional, tanto públicos como privados, en el ámbito de la seguridad de las redes y servicios de comunicaciones electrónicas y de infraestructuras digitales.

La planificación, coordinación, desarrollo e impulso de políticas, planes, programas, proyectos y actuaciones para la incorporación de la ciberseguridad en la transformación digital del sector privado y la ciudadanía, en coordinación con la sociedad mercantil estatal (en adelante, S.M.E.) Instituto Nacional de Ciberseguridad de España, M.P., SA y departamentos ministeriales con competencias en la materia así como la gestión coordinada de los correspondientes programas europeos e internacionales en esta materia, sin perjuicio de las competencias de otros órganos en la materia.

Fomento del ecosistema de empresas emergentes en materia de ciberseguridad y ciberresiliencia.

El impulso y la promoción de la definición de regulación y estrategias que fomenten desde la administración la mejora de las políticas de ciberseguridad en el entorno privado, en especial las relativas a sus Centros Operativos de Seguridad (SOC), en colaboración con la S.M.E Instituto Nacional de Ciberseguridad de España, M.P., SA.

La elaboración y propuesta de normativa en materia de ciberseguridad y ciberresiliencia para el sector privado, en colaboración con otros órganos u organismos con competencias en la materia y los sectores económicos y sociales públicos y privados afectados, para la transformación segura de la economía y la sociedad, en el ámbito competencial del Ministerio para la Transformación Digital y de la Función Pública.

La participación en comisiones, grupos de trabajo y otros foros de carácter nacional, europeo e internacional, tanto públicos como privados, en el ámbito de la ciberseguridad, sin perjuicio de la participación de los órganos de la Agencia Estatal de Administración Digital.

El fomento de actuaciones y programas en materia de ciberseguridad, sin perjuicio de las competencias de otros órganos en la materia.

La gestión de programas operativos cofinanciados por los fondos comunitarios y, en particular el Digital Europe, en el ámbito de la ciberseguridad, de la ciber-resiliencia y de la cibersolidaridad; y la representación nacional en dichos fondos.

La recopilación de datos y la realización de estudios e informes sobre la realidad corporativa, económica y tecnológica existente en el mercado de las telecomunicaciones y de las infraestructuras digitales, así como de sus mercados conexos.

Análisis sobre la participación de los diferentes agentes y la interacción de los mismos en el mercado de las telecomunicaciones y de las infraestructuras digitales, especialmente en función de las interrelaciones existentes con mercados conexos, en sus vertientes corporativa, económica y tecnológica.

Elaboración de informes y estudios sobre las últimas tendencias tecnológicas en el sector de las telecomunicaciones y de las infraestructuras digitales, su repercusión en otros mercados y las consecuencias económicas que de las mismas se pueden derivar.

Análisis prospectivo de las evoluciones y avances tecnológicos que se van a diseñar e implantar en el futuro en el sector de las telecomunicaciones y de las infraestructuras digitales y su capacidad de afectación tanto al mercado, como a los agentes que lo integran y a mercados conexos, como a la regulación y a las políticas públicas que dichos avances pudieran requerir para su desarrollo.
