9th Global Summit of the Open Government Partnership in Vitoria-Gasteiz
The 9th Global Summit of the Open Government Partnership will be held in Spain in Vitoria-Gasteiz, the capital of one of the six Autonomous Communities that belong to OGP Local, the Basque Country, on 7, 8 and 9 October 2025.
It will gather more than 2,000 experts and world leaders and will help to strengthen Spain's stance on transparency and citizen participation.
The 9th Global Summit of the Open Government Partnership will mark the end of the Spanish co-chairmanship of the Steering Committee of the Open Government Partnership.

BUILDING THE AGENDA FOR THE IX OPEN GOVERNMENT PARTNERSHIP GLOBAL SUMMIT
As the Spanish co-chair of the Open Government Partnership Steering Committee, together with the Philippine academic Cielo Magno, representative of civil society and the Bantay Kita organisation, the IX Open Government Partnership Global Summit will be held on 7, 8 and 9 October 2025 in Vitoria-Gasteiz (Spain). The OGP 2025 Global Summit is a unique opportunity for the open government community to come together, exchange ideas and create meaningful change. The Summit will include high-level roundtables, interactive workshops, networking spaces and side events, all designed around the ideas and community input gathered during the consultation.
Following the principles of Open Government, which promote participation and collaboration between public administrations, civil society and citizens, a consultation process will be opened to gather the priorities and concerns of the global community. This process will serve as a basis for the development of the Summit programme.

BACKGROUND
The Open Government Partnership (OGP) was born in 2011 as a multilateral initiative between government leaders and civil society advocates, driven by President Obama with the aim of promoting the principles of transparency, integrity, accountability and stakeholder engagement in support of democracy and inclusive growth (as defined in the OECD Council Recommendation on Open Government of 14/12/2017).
OGP brings together 76 countries and over a hundred regional and local governments, thousands of civil society organizations, representing more than two billion people, and more than 3,000 commitments in Open Government.
Spain is part of OGP at national level since the year of its foundation (2011), being one of the countries with the largest number of regional and local members: Basque Country (2018), Catalonia (2020), Aragon (2020), Valencian Community (2022), Asturias (2022), Navarra (2024), Madrid City Council (2016).
The OGP aims to foster collaboration between governments, civil society and citizens, by sharing innovative methodologies in the implementation of concrete and measurable Open Government commitments, initiatives and activities through action plans. Spain's IV Open Government Plan is currently being finalized, while the V Plan is in the co-creation phase. The plans are double assessed (internal and external, ex post evaluation by the Independent Review Mechanism, IRM).
