Funciones
- The articulation of the participation of the General state administration in the system for autonomy and dependency care under the law 39/2006 of 14 december on the Promotion of the Personal autonomy and care of dependent people.
- The promotion and development of policies aimed at persons with disabilities, in the field of competence of the constitutionally reserved for the State.
- The exercise of guardianship of the state over the charity entities outside the public administration, without prejudice to the functions assigned to the protectorate of the foundations of state matter.
- The promotion of social services and to enhance cooperation with ngos and volunteer social work, in the field of competence of the constitutionally reserved for the State.
- The protection and promotion of families and their diversity, as well as the prevention of situations of need in which these groups might commit, in the field of competence of the constitutionally reserved for the State and without prejudice to the powers attributed to other bodies.
- The formulation of policies of the department in the area of protecting the rights of animals, without prejudice to the powers attributed to other bodies, and cooperation with the autonomous communities, cities of Ceuta and Melilla, local entities and with social partners and civil society to recognize and respect for the rights of animals and their protection.
- Strategic planning of public policies concerning the scope of competences in consumption, protection of consumers and management of the game of the ministry of social rights, consumption and Agenda 2030, without prejudice to the competence of the Secretariat.
- The proposal for the inclusion of competition policy projects of the secretary-General, in the annual plan policy, at the request of the Direcciones Generales dependent, as well as the direction and coordination of the exercise of jurisdiction of the above-mentioned Direcciones Generales and the proposal and formalization of its objectives and action plans.
- The momentum of institutional cooperation interterritorial and participation in international bodies and the european union under ratione materiae, without prejudice to the functions of executive direction and coordination of the General directorate of Agenda 2030 in the area of international cooperation.
- The coordination of the governing bodies belonging to the General secretariat in the development and implementation of the european legislation on consumer protection and game.
- Support for work, agreements and deliberations of the sectoral conference on Consumption through the presidency of the sectoral commission.
- The coordination of policies and strategies to ensure the information, education and promotion of consumption and games of chance are responsible and sustainable development.
- The momentum and the coordination of public policies of consumption and to promote a healthy diet and sustainable development, offering guarantees of food security and quality information to consumers and people economic players in the agri-food without prejudice to spanish and in coordination with those that correspond to other ministerial departments.
- The guarantee and promotion of the rights of persons consumers, especially those that are likely to be in a vulnerable situation.
- The momentum and coordination of the game, with attention to public health and the rights of persons living in situations of vulnerability, in coordination and without prejudice to the competence of the ministry of health.
- The institutional campaigns aimed at increasing information and training of citizenship on the subject matter of its competence.
- The resolution of sanction procedures in consumption, as provided in the consolidated text of the General law for the protection of consumers and Usuarios and other supplementary laws, approved by the royal Legislative Decree 1/2007 of 16 november.
- The directorate of Social Rights, consumption and Agenda 2030 is the body to play the functions specified in article 63 of law 40/2015, of 1 october, and leadership, momentum and monitoring of their governing bodies dependent. It also implements the coordination of the proceedings of the Department on matters submitted to the Collegiate bodies of the government.
- As a steering body directly dependent on the individual holder of the Department, the individual holder of the directorate of Social Rights, consumption and Agenda 2030 the representation of the ministry and the institutional relations of the department including seconded public agency, without prejudice to the powers attributed to other organs of the department, as well as the leadership, momentum and overall coordination of the common services of the department and public bodies attached, the exercise of jurisdiction for these common services, as well as assistance to the individual holder of the Department in the elaboration and adoption of the plans of action of the department and public bodies attached.
3. In Addition, it is, in particular, the development of the following functions:
a) La preparation and processing of the preliminary draft budget for the department and its agencies, of the department's budgetary changes and the secondment of agencies, as well as the report and technical assistance in the budget and the functions entrusted to the budget offices.
(b) La económico-financiera management and treasury of the budget appropriations of the department; the functions of empowerment and pagaduría; handling of the cases of recruitment and other files of expenditure is not attributed to other organs of the department, as well as the programming and previous accounting of the budget appropriations.
(c) La management in the department of interior, security, heritage, the works and engineering equipment maintenance, of the units, as well as the planning and monitoring of the execution of contracts on these matters.
(d) El design, development and implantation of computer applications of the ministry and its agencies, ensuring the integration and homogeneity, including the Internet portals and headquarters; the provision and management of computer equipment and communications, both voice and data collection, internal networks as well as on the Internet; management through continuous improvement and the monitoring of information security of the ministry; the study, formulation and proposal of the supply of material and equipment and services and technical support necessary for the exercise of the mandated functions.
(e) El momentum in the use of new information and communication technologies by the Ministry and its agencies, as well as in the relationships between those with citizens, to the processing electronically and the establishment of an electronic single window in the social sphere, within the competence of the department.
(f) El momentum of the use of new information and communication technologies in cooperation with other public administrations and international and supranational agencies; design, development and implementation of the plan of actions in the field of information and communications of the ministry and its agencies, as well as the management of resources allocated to its implementation.
(g) La coordination and supervision of the proceedings in the field of information and communications technology developed by the governing bodies and agencies of the department, including the application to the Digital Administration of the proposals in this area.
(h) La human resources planning and management of the department; the development and management of relationships of jobs, participation in the development of the preliminary draft public job and employment; convening and resolution of the competitions of the staff of the department, of its autonomous bodies and entities; the training and promotion of staff; relations with the unitary representation and union; the establishment of the training curricula and management of social action; the prevention of occupational risks and management of staff costs and empowerment.
(i) La implementation and evaluation of inspection of the department's services and public sector entities that have institutional attached.
(j) La proposal for simplification and standardization of procedures, conducting studies and proposals on improving the organization.
(k) Las proceedings of review and proposal regulated by royal decree 799/2005 of 1 july, regulating inspections of services.
(l) El exercise of the functions of coordination and monitoring the activities to assess public policies in the field of the department and its agencies linked or dependants, acting as the unit for the coordination of evaluation of public policies of the ministry.
(m) La coordination and monitoring of data protection policy in compliance with the laws applicable in this area in the field of competence of the department.
(n) El exercise of the functions of the equality unit and the unit for the inclusion of staff with disabilities of the ministry, as set out in article 77 of the organic law 3/2007 of 22 march, on effective equality between women and men and in accordance with the royal Decree No. 259/2019, of 12 april, establishing the equality units of the General state administration, and the royal Decreto-ley 6/2023, of 19 december, which approved urgent measures for the implementation of the recovery Plan, transformation and Resilience in the field of public service of justice, the civil service, local regime and patronage, respectively.
(O) El exercise of the functions of the information and Transparency of the ministry, as set out in article 21 of act 19/13 of 9 december, of transparency, access to public information and good governance.
or) El support in coordinating efforts in the area of open government in the area of the ministry.
p) La institutional coordination and interaction on statistics with the national institute of statistics, with other ministerial Departamentos, with other public administrations and with international agencies. It also implements the dissemination of statistics and studies as may be of interest to the department and the impulse for statistical use administrative records.
(q) El momentum, development, coordination and follow-up to the strategic plans of Grants from the ministry.
