Trade unions and the administration negotiated and, in most cases, to reach agreements.

According to the group or committee that has negotiated, these agreements can be applied only to the staff of the General state administration (AGE) or to the entire staff of the Public administrations.

Within the AGE, agreements can affect only officials and staff, statutory and at work or labour only personnel included in the Single Convention.
