Right to understand

What this right aims to achieve is that citizens can understand the language used both for the realization and publication of the rules and the information that is published on all the websites owned by Pública.La citizenship has the right to understand what is meant to them. If you do not understand what you are told, you cannot exercise your rights.

Article 5, in point 4, of Law 19/2013 establishes that:

  • La information subject to transparency obligations be published at the relevant electronic sites or web pages; and in a clear, structured and understandable way for stakeholders and, preferably, in reusable formats.

It is advisable to talk about two concepts that must be taken into account:

  • Clear language
  • Easy reading.

Clear language

About 70% of the population has problems when it comes to dealing with administrative or legal texts. And that’s what clear language is for.

Clear language is understandable language. It is about communicating in a clear, simple, direct, transparent and effective way the information that is relevant to the citizens.

It consists of making complex texts simple and comprehensible so that you can understand without hesitation what you read or what you say. If it is clear, it is necessary.

This involves using simple sentences:

  • Subject more verb more preached.
  • Avoid complicated words or technical expressions.
  • Be direct, say what we want without adorning it with unnecessary verbs, adjectives or descriptions.

Easy reading

Easy reading is a way to create documents that are easier to understand. It is useful for all people, but, above all, it is useful for people with any kind of cognitive difficulties.

30% of the population has reading difficulties or reading comprehension and therefore needs versions adapted to easy reading of the published information in order to exercise their right to understand.

To make reading easy it is important to follow some rules and validate the documents.

The official definition that establishes the Standard UNE 153101:2018 EX:

Method that includes a set of guidelines and recommendations related to the writing of texts to the design and layout of documents and the validation of their comprehensibility, aimed at making information accessible to people with reading comprehension difficulties.
