El cultural change Open Government requires that people working in public administrations acquire the knowledge and attitudes necessary to develop their values, tools and strategies.
The training of public employees in the concepts, instruments and behaviors of Open Government encourages public administrations to be more transparent, integral, collaborative and participatory.
Public employees and employees must be the main agents of change and must be aware of the instruments and principles of Open Government. This knowledge and attitudes must be acquired and updated throughout the professional career and must be shared with the rest of the staff in all administrative areas.

Inclusion of Open Government topics in the agendas of the different selective processes:
Since 2017, selective processes for access to public employment have included contents of Open Government, with particular reference to transparency and access to public information, participation, accountability and good governance (see Article 3.10 of the Royal Decree 702/2017).
Inclusion of training modules on open government in selective courses:
Training on the values of Open Government and the Action Plans of Spain has been given in the selective courses organized by INAP for access to different Bodies and Scales and for the development of the inspection function in the General Administration of the State.
Continuous training:
Los Open Government Training Plansof the General Administration of the State are periodic schedules of training actions elaborated by the National Institute of Public Administration (INAP) in collaboration with the Directorate-General for Public Governance.

II INAP Open Government Training Plan 2021-2024. The draft of the II INAP Training Plan in Open Government was shared with the Training Working Group coordinated by the General Directorate of Public Governance, in April 2021, its publication was made in the month of July 2021. It is structured in:
Training activities of a general nature.
Directed: all the staff of the Public Administrations by means of modalities of a massive nature.
Training activities of a specific nature.
Directed: to specific groups to promote the development of competences around the first three axes of the Fourth Action Plan and a fourth axis of Facilitating Measures
Collaborative spaces
The collaborative spaces allow the sharing of tools and experiences in Open Government between different public administrations and among the public employees themselves, both nationally and internationally.
Intercoonecta is the Plan for the Transfer, Exchange and Management of Knowledge for the Development of Spanish Cooperation in Latin America and the Caribbean, of the Spanish Agency for International Development Cooperation (AECID). Its objective is to respond to the needs of Latin America and the Caribbean, through training and training activities, to strengthen institutions.
La network alumniis a subcommunity of the Transparency and Open Government community of INAP Social (INAP social network), in which experts and Open Government trainers participate, to discuss and share training tools and experiences.
