Within the Norma project, which develops the necessary measures for the fulfillment of the objectives set in the Normative Footprint commitment, a normative axis and a technological axis are identified. Within the technological axis there are different lines of action oriented to the improvement of the processes carried out by different business units related to the normative elaboration processes. The Norma project, in addition to improving the processes of each of the businesses and supporting us as a specific technological solution, aims to act as a unifier and intergator of all technological solutions to show continuity in the process and management of the standards from their inception until their publication in the BOE.
In this process of “construction” of the different parts that will finally make up the Norma solution, some pilot projects have been developed within one of the lines of work, specifically in LEOS.
LEOS is an application that allows the collaborative elaboration of standards and, in addition, provides a series of advantages in the process of managing it, offering powerful version management, tools to fallify compliance with the Normative Technical Guidelines and, in addition, other aids such as the use of templates, cross-reference management, etc.
Since the beginning of this measure, the SGT and the SGTIC of the Ministry of the Presidency have worked together to identify possible Ministries interested in participating in pilot experiences in the use of LEOS for the drafting of a standard.
Currently, four pilots have been launched with the following Ministries: Justice, Universities, Labor and Presidency. All participating personnel have been provided with specific training for the use of the tool and have been provided with access for the use of the tool. In addition, the Ministry of the Presidency provides support for the correct use of the tool and resolution of possible conflicts that may arise in the use of it. Since each of the Minsiterians, possible rules for development during the Pilot have been identified and progress has been made in the drafting of the same.
The four pilots are in different stages since the characteristics of teams, regulations, etc. are different in each of them.
The contributions of the different participants are being very enriching for the improvement of the tool as well as the management processes associated with it.
Through the collaboration with the INAP within the framework of the innovation laboratory (activity 4.1.1) several agencies at the state and local level have established contact with the LEOS team to start new pilots. Those related to local administration have been discarded since the application is not currently prepared for the particularities of this organization. At the state level, efforts will be made to start new pilots with the ministries concerned.
The pilots initiated in previous phases with the Ministries of Justice, Universities and Consumption, have successfully finished. Contact has been initiated with the Ministries involved in pilots to draft, using LEOS, the standards that have been included in the Annual Normative Plan of 2023.
