This activity is based on the formation of a workshop with the objective unique establish, by consensus, the elements to be incorporated into a basic and advanced standard of the information to be published on the commitments of mandate of the Basque institutions at regional, regional and local levels.
In a consensual way, during the workshop, it is committed to defining a basic model on which each institution can deepen.
Likewise, Two data sheets are defined: for initial specification and for monitoring or evaluation.
With regard to the initial specification, three levels of action are determined according to the actions that make up a mandate plan:
Level 1-Essential: actions, main indicator
Level 2-Desirable: strategic axes, strategic objective, related ODS, deadlines, themes, budgets, responsible unit, other indicators…
Level 3-with a great previous route: municipal areas involved in the action, other agents involved
For the monitoring/evaluation sheet, the following elements are determined according to the three defined action levels:
Level 1-Essential: main actions carried out and their status
Level 2-Desirable: degree of progress and measurement of indicators
Level 3-with great previous experience: evidences, detail of the gender perspective, instruments of citizen participation…
During these months of work, a pilot model is being outlined with the elements to be incorporated defined during the workshop, until the Modelo Vasco de Rendición de Cuentas a través de Planes de Mandato.
