The interested parties were convened at the first launch meeting of the Network, which took place on 12/11/2020 telematically (Webex).
At that meeting, the main representatives of the public administrations were presented with the strategic lines and objectives that are intended to be achieved with the creation of this Network, which, in turn, is part of one of the two commitments of the Government of the Canary Islands with the IV Open Government Plan of Spain. Likewise, the draft of the Collaboration Agreement to join the Network was proposed and subsequently sent to all parties so that they could make their contributions and modifications.
On 05/03/2021, having received the contributions, the Network was reconvened, to discuss the content of the Convention and approve its final wording. In this gathering The training plan for employees of the Public Administrations for 2021 was also proposed, which will be managed through the ICAP (Canarian Institute of Public Administration).
Likewise, the new one was presented open data portal of the Canary Islands, explaining the steps to follow and the estimated planning for the Federation of Public Administrations of the Canary Islands in the portal. In addition, information was provided on the new citizen participation portal and the Ecosystem of Civic Applications (ECOCIV) that the Government of the Canary Islands is developing.
On February 18, 2022, the signing ceremony of theCanary Islands Open Government Interadministrative Network between the Department of Public Administration, Justice and Security, the seven island councils, the Canary Institute of Public Administration, and the Canary Federation of Municipalities. On April 12, the resolution was published in the Official Gazette of the Canary Islands by which the publication of the aforementioned agreement was ordered.
Once the creation of this network has been formalized and the agreements have been sent to the different institutions that are part of it, during the month of June the working groups of transparency, citizen participation and open data have been launched with the people responsible for these areas in the councils and municipalities.
Since its official constitution, it has chosen to divide the work agenda into three groups according to the areas of transparency, participation and open data. The method of work has been rotating between face-to-face meetings such as the III Open Government Days of the Canary Islands and a dynamic of telematic work to facilitate greater dynamism in the meetings. Regular meetings of the three groups have already been carried out, agreeing on a working methodology supported by a platform in Moodle that allows the interaction and exchange of contents.
During the year 2024, the meetings called “Sharing Open Government” have been held with the participation of political, technical and administrative municipal and island leaders of the areas of Open Government (transparency, citizen participation, data,...) in the islands of Lanzarote, La Gomera, El Hierro, Tenerife, Fuerteventura, Gran Canaria and La Palma, starting on June 13, 2024 and ending on September 24, 2024. The objective of these days was based on sharing experiences and needs, with the idea of facing common objectives and challenges, with solutions valid for all, and promoting collaboration between administrations and the relationship and communication with their citizens. Once all the information gathered in the different meetings has been collected, it is planned to convene, in the last quarter of 2024, a meeting to communicate the results of the meetings with the objective of unifying the needs raised by the different participants, and to be able to face those challenges that are possible from the Canary Interadministrative Open Government Network (RedGA).
