The Public Prosecutor’s Office has focused more on strengthening its capacities, both its staff and its equipment, although mechanisms have also been implemented to encourage complaints by women victims of violence, such as the Specialized Comprehensive Care Modules and the incorporation of some Gesell chambers, which have occupied a large part of the budget. Protocols have been left for the end of the project, so, although the Terms of Reference have been approved for the elaboration of the citizen complaint mechanisms, the assistance has not yet been put out to tender.

The activity has been canceled, due to operational inactivity. The Citizen Council of the Public Prosecutor ' s Office is defined within the Law on the Establishment of the Public Prosecutor ' s Office. However, it is made up of the highest institutional and organizational representations, so it can hardly be gathered in plenary. Support has been given to strengthening its planning and equipment capacity, but in the end it does work to raise awareness about the work of the Public Prosecutor ' s Office, rather than being an advisory body to adapt the institution to the needs of society.

Likewise, FORETICA, a specialized Spanish entity that is accompanying the process, carried out a mission to meet with representatives of the central government, companies, civil society organizations and universities.

30/06/2018: Between September and December 2017, various working meetings were held between the Ministry of Trade and Industries, the Ministry of Foreign Affairs and AECID for the elaboration of the terms of reference for the hiring of the consulting company. The proposal of the Spanish consultancy Forético was qualified as the best offer presented.

In the first week of December, the first training workshop on social responsibility was held for the members of the Interinstitutional Committee, made up of representatives of 7 ministries. Fifteen people participated in the workshop. The training was given by the Spanish institution FORETICA, which was contracted, through the AECID, to support the process of the first phase of the development of the National Plan of CSR and Human Rights of Panama.

01/14/2019: The second phase of the project has been rescheduled since during the second half of 2018 the tender for the hiring of the consulting company that will accompany the Interinstitutional Committee on CSR of Panama during the working period (model of contract Negotiated without Advertising) has been carried out. There is already a contract award with FORETICA and it is planned to deliver the Draft of the National Plan of Corporate Social Responsibility in the first quarter of 2019. The call for interested companies to participate has lasted the entire second half of 2018, having been awarded to FORETICA in December 2018.

In October 2018, a grant was granted for the participation of INEGE officials in online training courses and to carry out 2 study visits to Spain (lasting one week) of 3 or 4 INEGE officials, to train them in the process of preparing the household survey and the census of companies.

The INEGE participated with 15 people in 4 online courses organized by the Spanish INE/CEDDET from October to December 2018:

1. Statistical communication oriented to users.
2. Surveys of living conditions.
3. Labour statistics.
4. National accounts.

The first study visit to Spain is scheduled for October 2019, for reasons of availability of the Spanish INE.

01/24/2019: The project ' s closing committee was held in Madrid with the participation of the Minister for Territorial Policy and the Civil Service of Spain, Meritxell Batet, and the Minister for Administrative and Civil Service Reform of Morocco, Mohammed Benabdelkader. A balance sheet was drawn up of the project, with all the results achieved and in which Spain's support in the drafting of the Moroccan Digital Administration Bill or of Decree No. 2.17.635 on the organization of the unified competitions for the selection of common employees in administrations, the National Plan of Action of Open Government of Morocco and the conception of the Transparency Platform, which has taken as a direct example the Spanish counterpart.
After this activity, a request was made for the translation of the regulations relating to digitisation.
31/01/2019: End of the project. A second phase of the project has been requested and will be presented in the coming months. The project will focus on open government.

09/30/2017: The joint plan of action for the third quarter of 2017 has been defined to support the Parity, Equal Opportunities and Gender Focus Bodies and to promote the participation of young people in the planned local mechanisms. Actions have been carried out in all the communes of the project.

12/31/2017: In the last quarter, training was given to local actors on participatory democracy, workshops for the revitalization of civic participation forums and equality bodies (IEECAG), and tenders were launched to conduct a study on the practical implementation of constitutional provisions on participatory democracy.

31/03/2017: Four offers have been received for the study on the practical implementation of the constitutional provisions on participatory democracy. The SCIS consultancy has been selected and the first working meeting has been held for the validation of the methodological note. The first follow-up committee of the 2018 agreement was held on 02/10 and the CAP (annual programming) has been approved for this last year of the agreement. On the occasion of Women's Day, the association partners of the convention have carried out numerous activities in the three intervention provinces, highlighting two round tables on the role of women in local public management.

30/06/2018: As part of awareness-raising activities, a caravan has been organized in the province of Oujda on the right of petition. Work has continued to support civil society organizations in the intervention zones in terms of areas for democratic participation and support for participatory mechanisms at the local level. A first draft of the study on the practical application of the constitutional provisions on participatory democracy has been received. In Alhucemas, an exchange meeting was held on the reduction of obstacles to the political participation of youth and women. In Larache, a new SEAR follow-up committee was held in which the analysis of the state of progress of certain indicators of the agreement was presented and, within the framework of the line of education for the development of the agreement, a visit of the group of social theater volunteers of MPDL was made to Rabat and Larache for the preparation of the theatrical piece.
