Awareness-raising activities:
Within the Commission to ISDEFE and in relation to the elaboration of Guidelines for Evaluation of Participation in Plans and Programs It has proposed the design and implementation of two cycles of conferences and practical workshops (4), as well as the development of supporting material. For the first cycle on: “Citizen participation in public plans and programs”, has the collaboration of the University of Girona, headed by Q.B.

The eighth conference was held on March 23, 2023 by J. Subirats, Minister of Universities and Professor Emeritus of Political Science and Administration of the Autonomous University of Barcelona on: “Public policies: between technocracy and democracy”.
EUPAN SUMMER SCHOOL 2023, 6, 7 and 8 November 2023. Celebrada en el Centre Ernest Lluch de la Universidad Internacional Menéndez Pelayo en Barcelona. Within the Training Plan of the Ministry of Territorial Policy, the course has been taught: Evaluation of Participation in Plans and Programs. From 18 to 22 October 2021 with a duration of 25 hours. On the youtube channel of HazLab 67 masterclasses and informative videos on various successful experiences in citizen participation at the state, regional and local levels can be accessed.
Open Administration Cycle
In the Transparency Portal, you can access the Open Administration Cycle, a space for dissemination on Open Government and participation. In this space you can access podcasts and audios that are also available on the main audio platforms (Spotify, Spreaker e Ivoox) and on social media with the #Open Administration hastag.
The cycle of conferences has consisted of four conferences held by experts in the field from different fields, dealing with topics such as Digital citizen participation from civil society, the Technology and democracy, The use of social networks of the AGE in the promotion of citizen participation and the Affective democracy: beyond the digital platforms of participation.
Work has begun on the production of informative videos for awareness raising and training on citizen participation within the Commission to ISDEFE 2021-2023 for the design of innovation laboratories (initiative 3.4). This commission includes dissemination actions of this laboratory, and the preparation, in digital and paper format, of a Guide for citizen participation in plans and programs, as well as through electronic media and social networks, and the editing of videos that will serve to raise awareness and training about public participation. On February 22, 2023, the CdPP held its second meeting (available in HazLab) to present the work developed, specifically three products, from each of the subcommunities (available in HazLab) have been presented:
Regarding the elaboration of Guidelines for evaluation of participation in plans and programmes Once the DGGP’s needs were determined, as well as the search and selection of 3 possible suppliers who were specialists in the field, the University of Girona was hired for this assignment, headed by Professor Quim Brugué, and is currently in the process of final review and layout.
As for the Guide to evaluation of participation through electronic media and social networks, The work has been carried out by the team of the Complutense University of Madrid, with the coordination of the Professor of Constitutional Law Rafael Rubio, and Ana Ibarz and Raquel Valle of the Complutense Research Group ‘Technology and Democracy’ (I+DEM), being, to date, in the process of final review and layout.
In this context, in the year 2023 the cycle of conferences has been launched #Digital Engagement, which focuses on promoting, encouraging and implementing citizen participation using digital media and social networks, through basic guidelines, available tools and procedures.
