On November 29, 2021, it was constitute Community of Participation Practice [CdPP, hereinafter], As a working support in the design and development of a plan to improve participation and, in particular, of participation processes in plans and programs and through electronic media and social networks (activities 3.3.1 to 3.3.4).
In the same, participate representatives of the three public administrations, in addition to the academic field, the Third Sector Platform and non-profit Associations and Foundations.
The constitutive session of this Community of PracticeIt was held on November 29, 2021, through an event broadcast live through the Transparency Portal and social networks, with the collaboration of the Government of Aragon. The inauguration was carried out by the Director General of Public Governance and the Director General of Open Government and Innovation of the Government of Aragon.
Initially, it is made up of 80 expert members from public administrations and civil society, with the participation of the OECD as well. This forum, organized in three areas of dedication and work (Subcommunities), exchanges experiences and good practices on citizen participation, on participation platforms, participatory processes and innovation laboratories. The final objective of this Community is to provide practical elements to implement in the area of responsibility of each sector or agency, specific issues that facilitate citizen participation in the scope of its competences.
Specifically, it is the Subcommunity of participatory processes, It began its work on February 2, 2022, which supports the following activities of this initiative:
3.3.1 Development of guidelines for self-evaluation and evaluation of participation in electronic media and social media plans and programmes;
3.3.2. Design and development of participatory processes in plans and programs
3.3.4. Development of self-assessment guides and evaluation of participation in electronic media and social networks.
On February 22, 2023, the CdPP held its second meeting (available in HazLab) to present the work developed during 2022 that supports the aforementioned initiatives. Specifically, three products have been presented, from each of the subcommunities (available in HazLab):
First Aid Guide for a Participatory Process (What YES and NO Do)Elaborated by the subcommunity of processes, This guide includes, in a practical and simple way, a total of 50 tips explained to consider in participatory processes (30 recommendations to take into account and 20 aspects to avoid) from the experience of good practices in the field of participation.
Service Design for the HazLab Digital Innovation Lab Prototype The subcommunity of laboratory Presents in the document the results of the elaboration of a Design process for the laboratory prototype, detailing the methodology from the Design Thinking, in each of the four phases of the project (discover – synthesize – cocreate and prototype), and explaining the profiles found and the findings associated to each of them.

Activities 3.3.1 and 3.3.4, related to the ELABORATION OF GUIDES self-evaluation and evaluation of participation in plans and programs, electronic media and social networks, are carried out as part of a commission to ISDEFE, a medium belonging to the Ministry of Defence. The commission, signed on October 29, 2021 includes, among other works:
The production, in digital and paper format, of Participation Evaluation Guides in plans and programmes.
The elaboration of Participation Evaluation Guides onto across Electronic media and social networks.
Both guides will be basedin the recommendations contained in the report of the Observatory on the participation developed in the III Open Government Plan, already finalized.
Regarding the elaboration of GUIDELINES FOR EVALUATION OF PARTICIPATION IN PLANS AND PROGRAMS Once the DGGP’s needs were considered, as well as the search and selection of 3 possible suppliers who were specialists in the field, the University of Girona was hired for this assignment, headed by Professor Quim Brugué, The guide is published in digital format on both the Transparency Portal and HazLab.
To this end, the design and execution of a cycle of lectures, another from workshops practical, as well as the elaboration of material supporting, with the aim of:
Familiarize attendees with the basic concepts and current trends regarding citizen participation in public plans and programs.
Describe the phases for the deployment and implementation of citizen participation in public plans and programs.
Describe the criteria, methods and tools for the evaluation of citizen participation in public plans and programs.
Get basic recommendations for public bodies interested in incorporating citizen participation in the development of their plans and programs.
Regarding the lectures se Scheduled a cycle of 8 on various aspects of citizen participation, five of which were held in 2022 and the remaining three were held in the first quarter of 2023.
Se celebrate in virtual format, using the collaborative space of HazLab and They are recorded and published, being used for awareness-raising and public participation training for open dissemination. Las 8 conferences Developed are available in the collaborative space of HazLab.
Regarding the practical workshops 4 were designed, led by the project coordinator (Quim Brugué), in cooperation with the Communityof Practice Participate IV Plan. They are aimed at people with responsibilities in the design and development of public plans and programs, as well as those responsible for citizen participation processes.
They combine the face-to-face and virtual modality. And its theme corresponds to the stages that will make up the contents of the guide:

Specifically, in the aforementioned session of February 22, 2023 of the Community of Practice, a part of the session was used for the development of Workshop 1.
Accompanying the sessions (conferences and workshops), a support material will be developed and drafted, aimed at their dissemination and daily use, which will provide a shared conceptual and methodological framework on the why, what and how of the processes of citizen participation in public plans and programs.
Offer an affordable and didactic material that allows those responsible for the implementation of participatory processes to have common lines of action.
As for the GUIDE TO EVALUATION OF PARTICIPATION THROUGH ELECTRONIC MEDIA AND SOCIAL NETWORKS, the work has been carried out by the team of the Complutense University of Madrid, with the coordination of the Professor of Constitutional Law Rafael Rubio, and Ana Ibarz and Raquel Valle of the Complutense Research Group ‘Technology and Democracy’ (I+DEM), finding themselves, published electronically on both the Transparency Portal and HazLab.
In this context, in the year 2023 the cycle of conferences was launched #Digital Engagement. The cycle of conferences has consisted of four conferences held by experts in the field from different fields, dealing with topics such as Digital citizen participation from civil society, the Technology and democracy, The use of the social networks of the AGE in the promotion of citizen participation and affective democracy: beyond the digital platforms of participation.
The cycle of conferences with Cecilia Güemes, Cristina Monge and the former minister Joan Subirtas was also continued.
As far as the PILOT EXPERIENCES OF PARTICIPATORY PROCESSES:
A pilot experience of participation through electronic means was carried out with the community of practices mentioned, testing the participation platform (space HazLab) made available by ISDEFE for the development of the innovation laboratory model to promote participation in public policies.
In addition, two experiences of the DGGP are being used to deepen its participatory processes: The Reform of the Transparency Law and the Integrity System of the AGE. The ‘Participate’ space of ‘Open Government’ in the Transparency Portal gives an account of the detail of the process of both.
In addition, the project Plan of comprehensive care for elderly people in the execution of procedures before the AGE(Access 65+) has been carried out as a pilot project within the HazLab participation laboratory, from which the coordination and monitoring of the activities and results of the project is carried out. As a result of the pilot project, a diagnostic report, an analysis of the problem and three prototypes were developed for multi-channel care for the elderly (Internal and external dissemination, digital kit and face-to-face care protocol for older people).
The commission, already completed, which also included the innovation laboratories to promote participation in public policies, it was programmed to 3 years, with a total budget of 559,000 euros, financed with European funds: component 11 of the Recovery, Transformation and Resilience Plan, approved by the Spanish Government, in relation to the Modernization of Public Administrations, according to the following distribution: for the year 2021 (230,000€), for 2022 (188,000€) and for 2023 (141,000€)
