Through the Agreement of March 9, 2023, of the General Commission of Deputy Ministers and Deputy Ministers, the guidelines for the preparation of operational plans in the field of public transparency in the Administration of the Junta de Andalucía are approved. These operational plans are foreseen in article 42 of Law 1/2014, of June 24, of Public Transparency of Andalusia. In execution of these guidelines, the operational plans on public transparency for the period 2023-2024 have been approved by all the Councils of the Administration of the Junta de Andalucía, including as measure number 7 the development of an opening plan within the time frame stipulated by the new Commission Implementing Regulation (EU) 2023/138 of 21 December 2022, establishing a list of specific high-value data sets and modalities of publication and reuse, selecting and prioritizing the relevant data sets. And as measure No. 8, the opening of data sets for publication in the Open Data Portal of the Junta de Andalucía.
By Agreement of August 29, 2023 of the Governing Council of the Junta de Andalucía, it takes note of the implementation of the actions for the opening of high-value data in the field of the Administration of the Junta de Andalucía. Subsequently, on September 21, the General Committee of Vice-Presidents and Vice-Presidents approved the strategic framework for the preparation of the aforementioned data openness plans established in the Public Transparency Plans 2023-2024, establishing, among others, the governance model and the methodology of the work to be followed for the preparation of the data openness plans. It should also be mentioned that the Governing Council of the Junta de Andalucía has approved by Agreement of 20 December 2022 (BOJA No. 245, of 23 December) the Digital Training Plan of Andalusia 2022-2025, which provides for training activities in the field of data openness and big data.
Within the framework of the commitment to elaborate standards, also, the Governing Council of the Junta de Andalucía agreed on September 20, 2022 the approval of the Andalusian Strategy of Digital Administration focused on people 2023-2030. This establishes the purposes for policies related to digital administration, among which we highlight the “3. achieve a digital Public Administration that is personalized, proactive, useful, simplified, interoperable, easy to use, agile and secure, that anticipates the needs of citizens and that provides information without the need to request it, thanks, among others, to the application of technologies such as automation and process mining, BigData or artificial intelligence” and the “12. Promote digital measures and solutions that allow data governance and the publication of open data held by the Administration, in accordance with the principles of transparency, active advertising and open government.” In addition, on May 3, 2022, the Initial Plan of Action of the Digital Agency of Andalusia was approved by order of the then Minister of the Presidency, Public Administration and Interior. The strategic framework of the aforementioned Initial Plan is geared to data, seeking to make the most of these through engineering actions and offering them following the principles of open government: transparency, citizen participation, accountability, technology and innovation. Specifically, it establishes as one of its main lines of action within the framework of the Digital Society the “1.3. Digital democratization and data openness.” The objectives are: the creation of a public system of digital participation; the implementation of technologies for the correct publication of information on transparency, the extension of the governance model for data openness, and participation in Open Government initiatives. Another line of action of this Initial Plan directly related to this is “2.3. Data Governance as a Strategic Value for Management”. Among its objectives are: the implementation of a data infrastructure for the digitalization and improvement of public services; the construction of a data governance and interoperability platform of the Junta de Andalucía from an organizational, semantic and technological perspective, the development of the Andalusian Strategy of Artificial Intelligence; the support service for strategic decision making through the exploitation of data using techniques of big data and artificial intelligence, and the acquisition of data analytics tools.
