| 1.1.a Standardizing data on judicial activity | Jun-17 | jun-18 | 31/10/2017: Data standardization was initiated with two lines of action in the State Technical Committee for Electronic Judicial Administration (CTEAJE): (1) procedural milestones and (2) judicial data/statistics. 12/31/2017: The standardization of data in the two directions (1) procedural milestones and (2) judicial data/statistics within the CTEAJE continues: work is being done on the consolidation of a common dictionary/language in the various data of judicial procedures (master tables of technical regulations) and on the standardized definition of indicators of statistical bulletins, for a homogeneous extraction throughout the territory (first pilot phase in the Canary Islands). 31/03/2018: The processing schemes and procedural milestones of 37% of the judicial procedures that correspond to the most common ones have been finalized, as approved on February 6 at the Permanent Committee of the State Technical Committee on Electronic Judicial Administration which brings together the Ministry of Justice, the General Council of the Judiciary (CGPJ), the Office of the Public Prosecutor and CC.AA. 30/06/2018: For the next plenary session of the CTEAJE, an audit will be carried out of the degree of implementation of the processing schemes and procedural milestones. 12/31/2018: On October 23, the CTEAJE plenary session was held, where unanimous agreement was obtained to carry out this audit and the content of the audit was approved. The data will be presented to the Standing Committee established for February 6, 2019. The change of ministerial team and changes in the computer staff of the Canary Islands, has meant that the initially planned date of completion of the work has had to be extended until June 2019. 03/31/2019: Data from all CCs were collected. AA. to present them to the Permanene Commission of the CTEAJE of February 6; the results were mixed, so it was agreed to follow up on all the high-level meetings, the next one in June 2019. A clear conclusion is that the systems are adapted to the standardized data in the new versions of their systems; this has been done for Avantius in Aragón, it is being done in the new Adriano in Andalusia and in Digital Justice in the Ministry of Justice. 06/30/2019: Progress in the standardization of processing schemes and procedural milestones reaches approximately 40% of judicial proceedings; maintaining the special focus on those most used, they would represent more than 80% of the processes that are processed in Spain. On the other hand, it has not been possible to monitor the balance of implementation of procedural schemes and milestones, given the postponement of the Full CTEAJE to after summer. | |
| 1.1.b. Automatically extract the data from the procedural management systems | Ene-18 | jun-19 | 31/03/2018: A pilot project has been launched in the Autonomous Community of the Canary Islands for the automatic extraction of statistical data on judicial activity requested by the CGPJ from the Procedural Management Systems. 30/06/2018: The Autonomous Community of the Canary Islands is analysing the data obtained and the modifications to be proposed in order to improve the quality of the data. 12/31/2018: The Autonomous Community of the Canary Islands has not yet transferred the data obtained, but has committed to taking it to the GT of Judicial Statistics of the CTEAJE before February 2019 and also in this group we will begin to work on the automatic extraction of the statistical data of the Office of the Prosecutor. 03/31/2019: In view of the difficulties expressed by the Canary Islands, the Ministry of Justice has taken the witness. We started the first week of April with four pilot Courts (two social and two mixed) and we hope to have the results of the first round to be able to present them at the next plenary session in June 2019. 06/30/2019: We have already collected data from the 4 Pilot Courts in April and June. The conclusions are being analyzed by the technical team of the Ministry of Justice. After a first approximation, it is estimated that 70% of indicators in Social and 50% of indicators in the mixed court could be automated without making any change, and once the doubts of the lawyers have been resolved and adjusting the criteria, we expect to exceed 80% of statistical data automatically obtained by the system. We will present the results in the plenary of the CTEAJE, postponed until after the summer. | |
| 1.2. Promotion of reuse: Publish the judicial activity data in the General Access Point to the Administration of Justice preferably in open and reusable formats | Ene-18 | dic-18 | 31/03/2018: An analysis is being made of which open data are initially to be published in the PAGAJ, examining which data may be of greater interest and may be published at a lower cost. 30/06/2018: It is concluded that both in form and in content the CGPJ's page on judicial statistics offers a very complete and up-to-date catalogue of judicial activity data, in various formats, including a partially open and reusable format such as the PC-Axis Database. This is in line with the fact that it is the statistical section of the CGPJ that currently supports the National Commission of Judicial Statistics as indicated in Transitory Provision 2 of Royal Decree 1184/2006 of 13 October, which regulates the structure, composition and functions of the National Commission of Judicial Statistics. Therefore, the PAGAJ will link to this page of judicial statistics of the CGPJ and will continue to analyze what other relevant data could be offered by the Ministry of Justice in terms of Administration of Justice. 11/15/2018: Both access to the open judicial statistics data provided by the CGPJ page and access to electronic communications reports through Lexnet with judicial bodies, information that is complementary to that provided by the CGPJ, are to be included in the PAGAJ. 12/31/2018: Se ha informado al Consejo General del Poder Judicial de que se incluirá un link to your page. The Autonomous Communities with powers transferred through the CTEAJE have also been informed that information on Lexnet will be included, on a monthly basis, throughout Spain, without any of them having objected to it. Finally, it has been decided to call this new content: “Transparency and open data”. During the month of January it is expected that the work of updating the website including the new contents will end. 03/31/2019:: In addition, at the Standing Committee of CTEAJE on 6 February, it was agreed to include in this section the annual reports of the Office of the Attorney-General of the State and a link to the BOE with all the circulars issued by this body. 06/30/2019: The commitment has not been finalized because the PAGAJ is currently awaiting a technological migration to the new LIFE RAY technology. | |
| 1.3. Design a new data model in the Administration of Justice that supports the external consumption of data | Jan-19 | jun-19 | A study is being carried out on the data that can be used and which not and on the practical utilities of the use of this data in possible developments of artifical intelligence for the improvement of computer applications. It will also be included in the framework of the general project of Open Justice, transparency and good governance of the Ministry. 06/30/2019: In the development of this project, we have encountered the regulatory reforms that have led to the EU Regulation on Data Protection and the Organic Law on Data Protection, which, as it concerns jurisdictional data of individuals, stopped the project, which will be resumed in the near future, once defined by the legal services of the Ministry what data can be used, for what purposes and in what environments. |
