The initiative to create and implement the observatory has been completed. It already has the 24 best practices initially identified and planned and two additional ones provided by civil society. As a starting point, the Observatory included 25 initiatives: the 24 practices mentioned, plus the creation of the Observatory, included in commitment 9. "Observatory on Open Government" of IV Open Government Plan, which are monitored during the period of validity of the plan.
For the inclusion of new practices, the observatory requirements documentas well as the form for the submission of new good practice proposals, which was shared with the Collaborative Working Group on Meeting of 19/01/2021 and approved by the Permanent Commission of the Open Government Forum, at its meeting of 01/06/2021. In this Document, the procedure for the inclusion of new practices is established, which includes the requirements of the initiatives to be considered, as well as the format of the form for each initiative.
The observatory integrates good sectoral practices in the field of open government, promoted by the General Administration of the State and its agencies and dependent entities, the Administrations of the Autonomous Communities and Cities and their agencies or dependent entities, the Local Entities, the FEMP, the Spanish Universities and civil society organizations, in collaboration with the Public Administrations.
Public administrations may also propose the incorporation into the observatory of other good practices that have received some kind of recognition or prize for their contribution to the values of Open Government.
Prior to their publication, the proposals are evaluated in accordance with the objectives and criteria established in the Framework Document for the Elaboration of the IV Open Government Plan, agreed by the Standing Committee of the Open Government Forum on February 14, 2019, and discussed within the Working Group on Communication and Collaboration and the Standing Committee of the Open Government Forum.
In June 2021, the SGGA received two new proposals for the inclusion of good practices, which were assessed according to the procedure and submitted for study to the Communication and Collaboration Working Group, which approved them at its meeting on 15/06/2021. These initiatives are as follows:
Open Government Academic Network, which consists in the creation and development of a community of research staff in Open Government.
