Here are the plan’s monitoring data for 2021:
In 2021 and aligned with the IV Open Government Action Plan of Spain, the II Open Government Training Plan of INAP 2021-2024 was published with the objectives of training the staff of public administrations in the conceptual bases, values, tools and strategies of open government so that they can generate transformations in their areas of work; reinforce attitudes based on integrity, transparency, accountability, participation and collaboration; generate networks that facilitate learning and knowledge management about open government and that promote a multiplier effect; and incorporate the principles and practices of open government into their own training processes.
This plan contains 36 training activities divided into:
General activities, with 3 activities planned.
Axis I: Transparency and accountability, with 11 activities planned.
Axis II: Participation, with 4 activities planned.
Axis III: Integrity, with 4 activities planned.
Axis IV: Facilitating measures, with 14 activities planned.
To these are added other training activities of a transversal nature, not detailed in the plan, whose objective is to continue working on the inclusion of the principles and values of Open Government in the training activities of the INAP, both specifically in the selective courses and in a transversal way in the whole of the training. Within these activities in 2021 a Community of Practice on Open Government Communication was developed whose product was the proposal of a Strategy for an effective Communication of the Open Government of the AGE.
The commitments made for 2021 were fulfilled in 95%. Seventeen of the 18 planned activities were fully implemented. The only planned activity not convened was of axis I, Transparency, active advertising and information management. This activity will be convened in the year 2022.
In 2021, 17 activities and 23 editions were carried out. Of the 17 activities, just one, Collaboration as a disruptive tool of social innovation, is a learning experience “at your pace” is not certifiable, in which 224 people have registered this year. Of the other 16 activities, one was carried out in the online dynamic mode, one corresponds to the certification of a learning experience “at your pace” and the remaining fourteen were carried out in the online tutored mode.
Of the activities undertaken, one pertains to the local entity performance subprogramme, one to the managerial performance subprogramme and 15 to the overall performance subprogramme. The total budget executed in 2021 for the activities of the II Open Government Training Plan of INAP 2021-2024 was 139,476 €.

For all 23 editions, a total of 9,189 applications were received, of which 59.3% corresponded to women. The coverage rate was 39.31%, with 41.83% for men and 37.6% for women.
With regard to those admitted by professional group, only 7.5% of those admitted are working personnel and among the civil servants the largest subgroup is the C1, with 31.6% of the participants.
The utilization rate is 60% for the whole. Finally, the results of the surveys carried out on the participants show an average of 7.5 in the evaluation of actions and satisfaction and 7.8 for teachers.
Specific content on open government was also included in all the selective courses organized by the INAP during the year 2020. These activities represented a total of 57.5 teaching hours, in which 1,212 people participated (41.3% men and 58.7% women) and 75 people participated in the teaching teams, 53% men and 47% women.
In 2022, 24 activities were carried out, totalling 562 teaching hours, with 9,213 applications and in which 2,957 people participated. The average valuation of the activities was 8 out of 10 and the total budget was 129,158 €.
2023
In 2023 it is planned to carry out 28 editions of 24 training activities of the II Open Government Training Plan 2022-24 of the INAP, with a total of 1105 teaching hours, with approximately 3,800 participants and a budget of 135,000 €.
In addition, in selective courses, 2022 was closed with a total of 450 people and a total of 98 teaching hours. By 2023, it is planned to close the selective courses with a total of 1,183 people and 34 teaching hours.
