At the plenary meeting of the Open Government Forum on October 29, 2020, it was agreed to begin the process of renewal of the vowels that represent civil society in it. Likewise, it was agreed to extend the mandate of the holder of the second vice-presidency of the Forum, which corresponds to civil society, and of the Permanent Commission of the Forum until the renewal occurred with the appointment of the new members. Finally, on March 24, 2021 (see press release, in an extraordinary plenary meeting, the members of the Forum and its Standing Committee were renewed and its new rules were approved, in order to streamline and make more flexible its operation (see agreement).
Renewal process for Forum members:
The General Directorate of Public Governance requested the Royal Academy of Political and Moral Sciences, the Center for Political and Constitutional Studies, the Council of Consumers and Users and the proposed Third Sector Platform for the appointment of their new representatives to the Forum. Once the proposals have been received, the General Secretariat of the Civil Service has issued the corresponding resolutions designating the new members.
With regard to the appointment of members representing non-profit associations and foundations representing civil society, in compliance with Order HFP/134/2018, of February 15, which establishes the Open Government Forum, the selection process and subsequent resolution of the same was convened by the General Secretariat of Public Service.
The eight representatives of the AGE in the Forum have also been renewed.

Five Working Groups have been constituted, as agreed, and meet regularly (see calendar of meetings). In the Communication and Collaboration and Participation Working Groups it has been agreed to create communities of practice, in order to share experiences and promote collaboration, respectively, in the development of the communication strategy and the plan to improve citizen participation in public affairs (web space and laboratories, among other actions). In order to advance the design of the Participation Improvement Plan, a Community of Practice has been created, as indicated in the previous section, consisting initially of 70 expert members from public administrations and civil society, with the participation of the OECD as well. The Community was formed in Zaragoza (Aragon, Spain) on November 29, 2021 with an event broadcast live through the Transparency Portal and social networks. This forum, which will be organized in three areas of thought and work, will exchange experiences and good practices on citizen participation, on participation platforms, participatory processes and innovation laboratories. https://www.youtube.com/watch?v=gQ3nKNoG4ik.
Likewise, during the G.T. meeting. of Communication of June 21, 2022, the expansion of the Forum was proposed. The DGGP reported two proposals for the expansion of the Forum with new observers in accordance with the provisions of article 3.7 of the order establishing the Open Government Forum.
The first one was related to the Autonomous Councils of Transparency, mentioning that the Secretary of State for Public Service has addressed the presidents and presidents of the Autonomous Councils and Guarantee Bodies, expressing her interest in the participation of the Councils in the meetings of the Forum as observers, since the commitments of the Fourth Open Government Plan combine commitments of the three AA. PP. The response of the chairpersons and chairpersons of the Guarantee Bodies has been positive, although the participation of some of them has not yet been completed.
The second is an enlargement proposal referring to the incorporation of the State Council for the Participation of Children and Adolescents also as an observer member. These proposals were approved by the Participation Working Group on September 6, 2022.
The Permanent Commission of the Open Government Forum, which will be held on March 16, 2023, is expected to approve the motion for a resolution for the appointment of transparency commissioners as observers in the Forum, as well as the CEPIA, as well as their subsequent elevation to the Sectoral Commission and the plenary of the Forum.
At a meeting with the Institute for the Evaluation of Public Policies, it has been decided to include the Forum as experts, which will also be reported to the Permanent Commission and the Forum.
