State of implementation

The child and adolescent participation bodies of the municipalities of Viana, Falces and Barañain have been officially formed. In total at the moment in Navarre there are 10 constituted organs.

-Training workshop for technical persons of the municipal councils of childhood and adolescence. In March, a training workshop aimed at technical people from the Local Councils of Childhood and Adolescence of the different municipalities of Navarre ended. During 4 sessions they have been able to know and experience activities and tools defined in the Child and Adolescent Participation Guide for Facilitation and Education, useful for the dynamization of participatory processes.

Twenty-five people participated and two practical sessions were held with boys and girls from the council of Viana and Pamplona.

-In order to disseminate, promote and highlight the initiative to create municipal bodies for the participation of children and adolescents, a video has been recorded with testimonies from technical and political personnel of the municipalities of Navarre. It is being edited right now.

-UNICEF and the Government of Navarre have been collaborating for years in promoting the participation of children and adolescents. This collaboration has been formalized through the signing of a Protocol to continue sharing efforts in the guarantee of the rights of children and adolescents, investing in actions that represent an improvement of society and common welfare. Specifically, the protocol has been signed by the General Directorate of Presidency and Open Government, the Navarre Agency for Autonomy and Development of People and UNICEF Navarre Committee. - The Government of Navarre has collaborated with the initiative “Navarre Children's Forum 2030“organized by UNICEF and held in the Parliament of Navarre on March 17, 2023. In this forum, boys and girls from the child and adolescent participation bodies of Viana and Pamplona actively participated in the table “We are the protagonists of our future” and exposed their participation in the participation bodies.

-The Government of Navarre has launched the initiative "12 months 12 Children's Rights". Every month, all relevant information about a right is provided. -Meetings are being held with the bodies already constituted to begin the work of organizing a second meeting of child and adolescent participation bodies in Navarre in the autumn of 2023.

Process of setting up child participation bodies

Meetings were held with 17 municipalities to learn about the interest in setting up child participation bodies. He contacted the technical assistance that could carry out the accompaniment to the municipalities.

The 7 municipalities which showed interest in setting up child and adolescent participation bodies, are: Lesaka, Lekunberri, Larraun, Barañain, Aoiz, Viana and Lodosa. Support began for these local entities, which are expected to have constituted their municipal body for child and adolescent participation in a year’s time.

The accompaniment consists of 5 sessions (3 common for all municipalities and 2 individual). The first training session was held on June 9 and political and technical staff from the municipalities attended.

They stayed Meetings with 6 municipalities To begin a new training and accompaniment until the creation of child and adolescent participation bodies in its municipality in the year 2022. A one-month deadline was given to confirm their interest and join the program. In particular, meetings were held with the towns of Tafalla, Puente la Queens, Huarte, Villava, Orkoien and Funes.

Work was also initiated to organize the First Meeting of Child and Adolescent Participation Bodies of Navarre for the first quarter of 2022. In order to prepare for the meeting, workshops were held previously with the children of the municipal bodies. The theme of the 2022 meeting was the environment and the objective was that the results obtained from the contributions will be published on the platform of the Conference on the Future of Europe, which is a forum for debate and reflection where European citizens have the opportunity to contribute ideas and opinions on the future of Europe. Visits to municipalities were continued to begin a new training cycle that would guide them to form the body for the participation of children and adolescents.

In addition to holding meetings with the towns of Tafalla, Puente la Queens, Huarte, Villava, Orkoien, Ultzama and Funes, visits with Larraga, Monreal, Beriain, Falces, Sangüesa, Pyrenees and Valdorba have been completed. In total 15 local entities. Finally 7 confirm their interest in joining the program. They are the municipalities of Monreal, Beriain, Orcoyen, Funes, Huarte, Falces and Larraga. The training will begin on June 22.

On March 5th, it was organized and held at the Palacio de Congresos and Auditorium of Navarra Baluarte, the I Meeting of Child and Adolescent Participation Bodies of Navarre. For the first time in Navarre, the 5 existing child and adolescent participation bodies of the municipalities of Zizur Mayor, Cintruénigo, Mendavia, Castejón and Pamplona meet. The objective was to make these bodies visible to citizens and political personnel by giving them a voice on issues that affect them. They reflected, debated and made contributions on the Environment and Climate Change, around discussion tables composed of children, adolescents and parliamentarians of the Government of Navarre. These contributions were published on the UNICEF state platform and on the digital platform within the framework of the Conference on the Future of Europe, in its single window EUROPE DIRECT NAVARRA/NAFARROA

As part of the program of the day, a name and a logo were chosen as an identity sign of the future meetings of the Network of Participatory Bodies for Children and Adolescents. Before the election, we had previously worked in each municipality through a logo design workshop. As a result of this previous work, three proposals were presented that were voted by the boys and girls who attended the meeting. The chosen name is the RED OPINA (Navarre Children’s Participation Bodies).

The event was chaired by the president of the Foral Community of Navarre and was dynamized by a theater group that accompanied the day. For the opening of the meeting, a presentation video was published featuring the children of the localities of the organs whose script was elaborated by them.

The Second Meeting of Child and Adolescent Participation Bodies was held in Viana on November 18, 2023 at the Municipal House of Culture. Nearly 61 children between 8 and 16 years of age attended the municipal participation bodies of Viana, Falces, Pamplona, Zizur Mayor and Barañáin. Through various activities, the foundations have been laid to promote their participation in the issues that directly affect them. In particular, the constitution of the future Navarre Council for the Participation of Children and Adolescents that will encompass the entire Foral Community has been addressed.

The event was chaired by the president of the Foral Community of Navarre, María Chivite and was dynamized by a theater group that accompanied the day.

Meetings have been held with different municipalities during the year 2023 and the first quarter of the year 2024 in order to transmit the policy of participation of children and adolescents of the Government of Navarre and encourage them to constitute participatory bodies of NNA in their locality. Finally, 6 municipalities are added to the accompaniment that begins on June 3. These are the following locations: Larraga, Los Arcos, Peralta, Puente la Reina, Santacara and Berrioplano.
