On December 10, 2021, the Council of the Xunta de Galicia approved the General Plan of Prevention of Management Risks and Anti-Fraud Measures of the Xunta de Galicia (https://transparencia.xunta.gal/integridade-institucional).
The plan provides for the establishment of a channel for reporting irregularities or fraud behaviour, to be based in the Central African Republic. Integrated Citizenship Care System (SIACI)) . The submission of complaints in this channel, which will require the electronic identification of the complainant to avoid impersonations or automated complaints, will be treated by the regional administration guaranteeing the anonymity of the complainant, so that the bodies that must investigate the complaint do not know the identity of the complainant.
The reporting channel is scheduled to be operational during the month of January 2022.

With regard to the processing of such complaints, it is anticipated that, prior to their resolution, an ethics committee will be heard, composed of a representative of the competent management centre for administrative evaluation and reform, a representative of the General Legal Advisory Office, a representative of the General Intervention of the Autonomous Community, a representative of the Valedor do Pobo and a university professor who teaches a degree in law. All of them will be appointed by the Conselleiro with competences in the field of public finance, among public officials, ensuring that in its composition there is gender parity.
