1. Closure and revision V cycle. Kick-off of the VI cycle

The Structured Dialogue is a process aimed at improving the effectiveness of public policies on youth through the interaction between young people and those responsible for these policies, both at national and European level, thus promoting the participation of the greatest number of young people in the design, execution and evaluation of them.
The European Union has promoted the implementation of this methodology through the Structured Dialogue cycles, coinciding with the trios of presidencies. We are currently in the first part of the sixth cycle, coinciding with the Estonian presidency of the European Union.
The Sixth Cycle aims to identify a number of priorities that will be directly integrated into the new European Youth Strategy.
On July 28, 2017, a opening event which took place at the headquarters of the Youth Council of Spain, which had 30 participants among representatives of the Youth Council, the Injuve, political parties, the European Commission, European Youth Forum and youth organizations.
09/30/2018: All the documents resulting from the Fifth Cycle have already been translated into Spanish and work is being done on the preparation of a questionnaire that will show the level of implementation of the Conclusions of the Fifth Cycle.
2. Training for agents of structured dialogue at the regional level

For direct consultation with young people,a network of embassies is established in each of the territories in which we work voluntarily.
Between the 29th and the 30th of July, a formation of the new embassies of the Structured Dialogue to adopt the tools to implement the Structured Dialogue in their territories, as well as to establish milestones and dates relevant to the work plans.
3. Participation in the EUYC in Estonia

The Youth Council of Spain and the Injuve participated in Youth Conference 2017 the EU, which took place from 23 to 27 October 2017 in Tallinn and which brought together more than 250 participants among young people and representatives of national governments, European institutions and civil society organisations. The objective of this conference was, within the framework of the beginning of the Sixth Cycle of Structured Dialogue, under the motto: “Youth in Europe: What’s Next? ", to determine what were the issues that most affect young people across Europe and how, together, we can respond to them.
4. Consultations at regional level

31/03/2018: Regional Structured Dialogue Consultations have been conducted through the Structured Dialogue embassies. The consultations have been carried out based on the framework issues provided by the Steering Committee and which are the same for all EU countries, although in the case of Spain and thinking about the adaptation at national level of Structured Dialogue, we have incorporated questions that have been suggested by some Ministries. The Regional Consultations began on November 11 and ended in the month of February.

The National Consultation It took place from the 18th to the 19th of December, where there were young people from all over Spain. In addition, we coincided the National Consultation with the meeting of the Governing Council of the National Erasmus Plus Agency, which was attended by youth directorates-general from all the Autonomous Communities. During the 18th and the morning of the 19th, the youth were studying The framework questions, giving answers and analyzing the barriers they had as young people, and then worked on possible solutions. During the afternoon of the 19th the young people presented the possible solutions to the directorates-general to see their possible implementation.

7. Consultations at regional level

30/06/2018: The document entitled " Youth Goals " , a result of EUYC, has been translated into Spanish and sent to the Embassies for dissemination. Consultations at the regional and local levels are taking place on the basis of this document in coordination with the National Working Group and the Ambassadors of the structured dialogue.

Consultations at the regional and local levels were carried out on the basis of this document in coordination with the National Working Group and the Ambassadors of the structured dialogue in the CC. AA. The results of the consultations were forwarded to the Steering Group for the Structured Dialogue.

09/30/2018: Participation of the Spanish delegation (CJE and INJUVE) in the EU Youth Conference (EUYC) in Vienna, from 2 to 4 September, dedicated to the debate and generation of ideas on the implementation of the youth goals http://www.youthconf.at/youthgoals/ by the different political levels in each state and in the different sectors, as well as by numerous actors involved in their achievement. The first part of this meeting was dedicated to sharing goals and developing general ideas for their implementation across Europe. The second was dedicated to generating materials and plans for the implementation of youth goals in each of the States. Here took place the coordination meeting between CJE and INJUVE. Finally, the meeting of young people with ministerial representatives from 13 states took place to discuss the implementation of the goals and the next European Youth Strategy. This Conference brought together more than 250 participants among young people and representatives of national governments, European institutions, civil society organizations. The EUYC proposal is that the Youth Goals be part of the future EU Youth Strategy 2019-2027, which will be part of the EU Council agreements for youth policies.
9. National consultation. Revision V and closure VI cycle

National consultations of the 6th cycle: participation of some 49,000 young people across Europe through consultations managed by national working groups and international youth organisations. See results of the evaluation (link to consultation document of August 2018).
The 6th Cycle concludes with the approval of the European Youth Strategy 2019-2027 at the Council of the European Union (26/11/2018), incorporating the Youth Goals as part of it. It includes the Structured Dialogue as a tool for the implementation of the strategy, with the related improvements that must be implemented to achieve greater participation of young people. In the same way, it regulates the bases of the new program "EU Youth Dialogue", the continuation of Structured Dialogue.
