Axis Collaboration: 1.1 Creation of a forum on open government
Objective
Formally establish a multisectoral forum as a structured space for consultation and debate, linked to the Sectoral Commission of Open Government, composed of representatives of the three levels of public administration (General Administration of the State, Autonomous and Local) and representatives of civil society, to be informed and discuss the follow-up and evaluation of the Third Plan of Open Government of Spain, promote proposals of open government beyond the plan, exchange good practices and disseminate information on the activities and results of that forum.

02. Constitution of the Multisectoral Open Government Forum.

05. Creation of Working Groups or specific forums for the follow-up of the commitments of the Third Plan.

The working groups of the Forum have been established through plenary agreement of the Open Government Forum, at the meeting of May 10, 2018. These are groups of equal composition between representatives of the AA.PP. and civil society, in which they have been invited to participate in the follow-up of the commitments of the plan.

In the Forum meetings The progress of the Third Plan is regularly reported, with comments and suggestions from representatives of civil society. Además, trimestralmente se rinde cuentas sobre el seguimiento del Plan en el participatory web space, where one has been enabled form so that civil society can make its comments.
09. Discussion on the mid-term self-assessment

The Executive Committee of the OGP has since 2018 allowed the mid-term self-assessment report to be replaced by an online repository of progress of the plan, provided that this system is publicly accessible and is updated after the first year of implementation of the Plan. El participatory web space on the follow-up to the III Open Government Action Plan of Spain, published in the Transparency Portal, has been evaluated by the OGP, which has considered that it satisfactorily meets the objectives of accountability, so it can replace the self-evaluation report. However, in Spain, a mid-term self-assessment report (June 2018) that has been submitted for consultation and debate at the meetings of the Interministerial Group on Open Government and Transparency (08/11/2018: Informative note), of the Standing Committee of the Open Government Forum (20/11/2018: Informative note) and the Open Government Sectoral Commission (20/11/2018: Informative note).
10. Take note of the intermediate evaluation of the MRI on compliance with the plan.
