9th Global Summit of the Open Government Partnership in Vitoria-Gasteiz

The 9th Global Summit of the Open Government Partnership will mark the end of the Spanish co-chairmanship of the Steering Committee of the Open Government Partnership.

On July 17, 2024, the President of the Government announced in the Congress of Deputies that the 9th Global Summit of the Open Government Partnership will be held in Spain in Vitoria-Gasteiz, the capital of one of the six Autonomous Communities that belong to OGP Local, the Basque Country, in October 2025.

It will gather more than 2,000 experts and world leaders and will help to strengthen Spain's stance on transparency and citizen participation.

Background

Logo de la OGPThe Open Government Partnership (OGP) was born in 2011 as a multilateral initiative between government leaders and civil society advocates, driven by President Obama with the aim of promoting the principles of transparency, integrity, accountability and stakeholder engagement in support of democracy and inclusive growth (as defined in the OECD Council Recommendation on Open Government of 14/12/2017).

OGP brings together 76 countries and over a hundred regional and local governments, thousands of civil society organizations, representing more than two billion people, and more than 3,000 commitments in Open Government.

Spain is part of OGP at national level since the year of its foundation (2011), being one of the countries with the largest number of regional and local members: Basque Country (2018), Catalonia (2020), Aragon (2020), Valencian Community (2022), Asturias (2022), Navarra (2024), Madrid City Council (2016). 

The OGP aims to foster collaboration between governments, civil society and citizens, by sharing innovative methodologies in the implementation of concrete and measurable Open Government commitments, initiatives and activities through action plans. Spain's IV Open Government Plan is currently being finalized, while the V Plan is in the co-creation phase and will come into force in January 2025. The plans are double assessed (internal and external, ex post evaluation by the Independent Review Mechanism, IRM).
