Axis Transparency. 3.1: Improvement of the Transparency Portal and the Right of Access
Objective
Strengthen transparency by designing and implementing a plan to improve the current transparency portal, expanding and improving the quality of information and its cognitive accessibility and simplifying and facilitating the exercise of citizens’ right of access.
This commitment is divided into two groups of activities.

1. Analysis of the needs of improvement of the transparency portal.

It has been discussed with civil society about the needs of improvement of the portal, based on a preliminary analysis of the needs detected since its implementation, in the Meeting held on 18-09-17.
4. Design and execution of a strategic plan for scheduled dissemination (communication) of content.

09/30/2018: The development of a content dissemination plan has been initiated.
12/31/2018: The socio-digital office has been launched. For this, a redistribution of troops has been made, and technological tools necessary for an integrated management of social networks have been acquired. This office has two general objectives: on the one hand, to disseminate, through different channels, information of interest to the citizen and, on the other, to "listen" in those channels to what is most demanded by the citizen or what is most likely to interest him. Weekly meetings of the heads of each channel component of the socio-digital office have been established to schedule the dissemination of the most interesting content in each week.
03/31/2019: Adjustments continue to be made to the functioning of the socio-digital office.
06/30/2019: The digital office is operating regularly and as planned.
5. Training on the improved portal.

Apart from the regular sessions where the portal’s innovations are trained, including the new functionalities of some internal management tools, the following courses have been designed and taught at the INAP:
Course Transparency, active advertising and information management (online). September 17 to October 28.
Course Management of the tools of the Transparency Portal. 26th to 29th November.
Course on the Magnolia Content Manager for the edition of the Transparency Portal. Dates from 5 to 8 March 2019 (4 days, 20 hours).

Through Participation in the faculty of teachers 3rd ed. of the title of Expert in Corporate Integrity and Good Governance T.I. Spain in June 2018, with the Spanish Transparency Portal module: features, contents and recent advances.

On December 19, 2018, with the participation of the Deputy Director General of Transparency and Citizen Attention in the event organized by the College of Registrars of Spain on the occasion of the 5th anniversary of the approval of Law 19/2013, of December 9, on transparency, access to public information and good governance.
On February 14, 2019, with the participation of the Assistant Director-General for Transparency and Citizen Care in the module "Effective management of transparency portals as key instruments to ensure active transparency. Strategic factors and phases for its implementation" of the master's degree organized by the Complutense University of Madrid and the Council of Transparency and Good Governance.
On March 21, 2019, with the participation of the Deputy Director General of Transparency and Citizen Attention in the module "The Spanish transparency portal: characteristics, contents and recent advances" of the master organized by Transparency International.

7. Diagnosis and approval of a new mechanism for the identification of interested parties to exercise the right of access and proposal for improvement.

31/03/2018:: Work is under way on a mechanism to facilitate stakeholder identification that can be used as an alternative to existing mechanisms.
30/06/2018: Following the relevant analysis, work has begun on the development of the mechanism that will facilitate the identification of stakeholders as an alternative to existing mechanisms.
09/30/2018: The necessary developments have been made to facilitate the exercise of the right of access to public information. It is in the testing phase.
12/31/2018: As a result of the tests carried out on new developments to facilitate the exercise of the right of access to public information, some changes and improvements have been proposed: valid reference key for any action, including those carried out previously. That is, valid for actions carried out with another modality exercised for the right of access. Request of new key with the same functionalities as the previous ones. Modification of the key by the user.
03/31/2019: All tests completed. Next production awaiting reports and signing of the Resolution that regulates the access code.
06/30/2019: This alternative avenue for exercising the right of access to public information has been put into production.
