Pilot experiences on the analysis of consultative or participatory bodies:
Since September 2021, work has been done on a analysis of the collegiate bodies of the AGE with civil society participation. There is no administrative record of these bodies, and their identification is not always included in the Royal Decrees of structure of the Ministries.
In December 2021, forms were submitted requesting information regarding the participation of civil society in collegiate bodies. A first pilot test was conducted, with three ministries: Consumption, Education and Vocational Training and Equality. All three submitted the information in time and the data obtained in the pilot experience allowed the form to be improved. In February 2022, a provisional list of the collegiate bodies was sent to the remaining 19 ministries, asking them to update this information.
This information is available to the members of the participation group participation group of the IV open government plan.
When all the information was gathered, it was revised and a table was drawn up containing updated information on the collegiate bodies with the participation of civil society from the various ministries.
The final result of this work, consisting of the table with the information gathered from this unit, regarding the collegiate bodies with the participation of civil society was sent on September 13, 2022 to all the ministries, for their knowledge and as feedback of the information that had been requested.
In June 2023, the format of this document was improved to make it more accessible and is published more prominently on the Transparency Portal.
2..Pilot experiences on the self-assessment guide for participation:
Consulted by the General Subdirectorate of Open Government (SGGA) in February 2022, the Council for Adolescence and Childhood and the Council of Consumers and Users were proposed, having analyzed their composition and regulatory regulations, testing the self-evaluation guide in these 2 collegiate bodies.
Subsequently, the SGGA has worked with the Higher Traffic Council through the HazLab platform through working sessions in collaborative spaces, as proposed in July 2023.
In this context, the Higher Traffic Council has tested the guide for self-evaluation of participation in advisory bodies. On September 12, 2023, in the context of the participation group held on that date, the SGGA sent to the Subdirectorate General of Organization and Procedures (SGOP) the Self-Assessment Guide of the participation completed by that collegiate body.
No subsequent doubts or requests for intervention by the SGOP in the collaborative space HazLab have been raised.
Activity 3.3.8 is terminated by this Subdirectorate, with a date of November 2023.
