One has been done prior analysis of the collegiate bodies of the AGE with civil society participation. There is no administrative record of such bodies, and their identification is not always included in the Royal Decrees of structure of the Ministry. At present, according to data from the General Directorate of Public Governance (DGGP), the number of 326 collegiate bodies attached to ministerial departments has been identified, from which its creation regulations, functions and composition are analyzed. Prior information necessary for the correct fulfillment of this commitment.
A first review of this information has been completed of all these collegiate bodies with the participation of civil society, and the relevant information was reflected in provisional situation reports of all the Ministries to which they were attached.
This information was sent as a provisional list of collegiate bodies of each Ministry, to the General Subdirectorate of Open Government (SGGA), and it was submitted to the Subsecretariats of the Ministries for validation and observations.
In December 2021, it began with the sending of forms requesting information regarding the participation of civil society in collegiate bodies. A first pilot test was conducted, with three ministries: Consumption, Education and Vocational Training and Equality. All three submitted the information on time and the data obtained allowed the form to be polished and improved.
In February 2022, a provisional list of the collegiate bodies that are attached to them was sent to the 19 remaining ministries, requesting that they send the information as soon as possible and in any case before March 15. All the ministries were responding. This information is available to the members of the participation group participation group of the IV open government plan.
Once all the information was gathered, it was revised and prepared. A table with updated information of the collegiate bodies with the participation of civil society in the different ministries.
The final result of this work consisting of the table with the information gathered from this Directorate General regarding the collegiate bodies with civil society participation was sent on September 13 to all ministries for their knowledge and in case it were of interest:

Next and based on all this previous information, it has been developed a self-assessment guide for participation in advisory or participatory bodies in questionnaire format, Self-Assessment Guide for Participation in Participatory Advisory Bodies. The objective of this study is twofold to begin testing it in some more representative collegiate bodies and to obtain in certain key aspects updated information regarding the collegiate bodies that have the participation of civil society (social agents, professional or sectoral organizations and groups, NGOs and other associations of a civil nature), within the framework of the IV Open Government Plan of Spain which establishes as one of the activities to evaluate and improve the participation of civil society in the advisory bodies of the General Administration of the State.
Activity 3.3.7 is already completed, but some related actions are being carried out within the project 5 plan to improve citizen participation, of the DGGP Strategic Plan.
Thus within activity 4 of said project 5 the following task is being carried out:
Task 2. Updating of databases and monitoring of the activity of collegiate bodies with the participation of organizations representing social interests.
