On April 12, 2022, the Council of Ministers approved the referral to the Cortes Generales of the Projects of Law on Organizational Efficiency and Procedural Efficiency of the Public Service of Justice. Both standards, along with the future Digital Efficiency Law, constitute the pillars of the Justice Plan 2030.
Although the Preliminary Draft Law on Digital Efficiency Measures of the Public Service of Justice initially included the transposition into the Spanish legal system of Directive (EU) 2019/1151 of the European Parliament and of the Council, of June 20, 2019, amending Directive (EU) 2017/1132 as regards the use of digital tools and processes in the field of company law, finally the transposition of the aforementioned directive has been separated from the rest of the text for processing as independent standards.
On October 31, 2022, the Council of Ministers approved the Preliminary Draft Law on the Transposition of European Union Directives on the Accessibility of Certain Products and Services, Migration of Highly Qualified Persons, Taxation and Digitalization of Notarial and Registry Actionsand amending Law 12/2011, of 27 May, on civil liability for nuclear damage or damage caused by radioactive materials; a rule that incorporates four European Union directives into the Spanish legal order at the same time.

On the proposal of the Ministry of Justice: to regulate the use of digital tools and processes in the field of company law and to amend Organic Law 3/2018, of 5 December, on the Protection of Personal Data and Guarantee of Digital Rights (Directive (EU) 2019/1151 of the European Parliament and of the Council, of 20 June 2019, amending Directive (EU) 2017/1132 as regards the use of digital tools and processes in the field of company law).
