The Summit will have a dynamic agenda that will include in its agenda technical thematic working groups, plenary sessions, high-level round-table sessions and a wide range of parallel events and networking opportunities. Together, these elements seek to ensure a diverse, inclusive and action-oriented agenda. The agenda will be aligned with the Co-Presidency Program of the Government of Spain and Cielo Magno:
- People: Protect the civic space, strengthen democracy and ensure a balance between the contributions of government, civil society and the private sector.
- Institutions: Involve all State powers—including parliament and the judiciary—to improve transparency, accountability, and participation.
- Technology and Data: Address digital rights, social media governance and internet freedoms, while promoting online civic space and freedom of expression.

Public participation
Under the theme ofPUBLIC PARTICIPATION, a set of working groups has been formed that will address different ways of involving citizens in decision-making, with afocus on equity, innovation and collaboration. These spaces will deal with topics such as theInclusion of underrepresented groups, theParticipation of children and young people, theUse of civic technologies and artificial intelligence, innovative methodologies ofdeliberative democracyand the evolution ofMulti-actor forums beyond open government
Digital governance
Under the broad theme ofDIGITAL GOVERNANCE, several working groups are being formed to explore a variety of emerging ideas, challenges and approaches related toHow technology and data influence public decision-making and governance. These groups will consider aspects such as thealgorithmic transparency,Participatory approaches to theArtificial intelligence governancel, the development ofEthical and inclusive digital public infrastructure, the protection of thedigital rightsand theResponsible use of data.
Integrity
Under the theme ofINTEGRITY, working groups are being formed to explore various approaches and emerging challenges related topromoting strong public integrity.These groups will address innovation and leadership forpromote institutional integrity, themechanisms to protect informants and strengthen monitoring systems,as well as the guarantee offair, transparent and accountable public decisions, includingRegulation of the lobby and interest groups.
Open Public Management
Under the broad theme ofOPEN PUBLIC MANAGEMENT, working groups will be organized to explore various strategies and experiences related to theImproving transparency, participation and accountability in public management. The transformative potential ofopen recruitment processesand transparent, the role ofparticipatory budgetingto foster inclusive and effective financial management, as well as advances in the transparency ofreal title or real beneficiaries
Civic Space
The theme ofCIVIC SPACEIt will include discussions on strategies forStrengthen and protect the environment in which civil society operates.The challenges and opportunities related to thefinancing, legal and regulatory frameworks, and resilience in the face of growingthreats to fundamental freedoms such as expression, assembly and association.Emphasis will be placed on collaborative approaches involving civil society, governments and communities to safeguard and reimagineThe civic space as an inclusive, sustainable and digitally adapted environment for the future.
Freedom of the media and the fight against misinformation
The theme ofFREEDOM OF THE MEDIA AND THE FIGHT AGAINST MISINFORMATIONIt will address strategies and challenges to ensure the integrity of information, protect press freedom and promote independent media. Multi-stakeholder approaches will be explored to combat disinformation, as well as advocacy against abusive legal tactics such as SLAPPs, which threaten journalists and civil society. Models will also be analyzed to ensure the viability and editorial autonomy of independent media, essential for healthy democratic societies.
Access to information: Right of access and active advertising
This topic addresses theACCESS TO PUBLIC INFORMATIONfrom the perspective ofright to know and active publicity, exploring how these tools strengthen citizen participation and accountability. The studies will be analyzedRegulatory and practical challenges, including tensions betweenTransparency and data protection, therole of supervisory authorities, and the impact on sectors such as health and the environment. In addition, the reviews will be reviewed.Technological and regulatory advances in active advertising,withEmphasis on transparency portals,open dataandchallenges at the local level.
Justice
The axis ofJUSTICEaddressmore accessible, open and people-centred justice systems. Policies that facilitate theAccess to justice, promote legal empowerment and ensure citizen participation in the design of judicial services. It also discusses the use of data and evidence to improve decision-making, and the key role of decision-making.institutional openingand thefree justiceTo strengthen citizens’ trust. They will also stand outOpen Justice Initiativeswhich they exploittechnology, open data and public participationforTransforming the Judicial Systemin one moreTransparent, understandable and close.
Climate and the environment
The axis ofCLIMATE AND ENVIRONMENTFocus on Chow to strengthen climate governance and harness technology in the fight against the climate crisis. On the one hand, it will analyze howpromote climate action through inclusive public participation, theequitable access to decision-makingand theprotection of environmental activists against reprisals such as SLAPPs.
On the other hand, the challenges and opportunities of the calls will be examinedTwin Transitions—Digital and Ecological—, evaluatingClimate impact of technological infrastructuresand the potential of tools like artificial intelligence or big data, all in search of oneJust transition for people and the planet.
- Gender and inclusion issues will be presented across the board at all sessions of the 9th Global Open Government Partnership Summit.Compliance with parity criteria will be guaranteed in the selection of coordinators, speakers and speakers, with special attention to gender equality, the inclusion of vulnerable groups such as people with disabilities, racialized or ethnic minorities and migrants, as well as the representation of all population cohorts, including youth and older people.
