The Law 19/2013, of 9 December, on Transparency, Access to Public Information and Good Governance. (consolidated text), aims to extend and reinforce the transparency of public activity, to regulate and guarantee the right of access to information relating to that activity and to establish the obligations of good governance to be fulfilled by persons exercising public responsibility.

The Law applies to all public administrations and the entire state public sector, as well as to other institutions, such as His Majesty the King's Household, the General Council of the Judiciary, the Constitutional Court, the Congress of Deputies, the Senate, the Bank of Spain, the Ombudsman, the Court of Auditors, the Economic and Social Council and similar regional institutions, in relation to activities subject to administrative law.

The Law establishes the publication obligations that affect public bodies in order to guarantee transparency in their activity and regulates citizens' right of access to public information.

Modifications

• Article 8(a) has been amended to read as follows Law 14/2022 of 8 July, amending Law 19/2013 of 9 December 2013 on transparency, access to public information and good governance, in order to regulate statistics on micro, small and medium-sized enterprises (SMEs) in public procurement.
• Article 6a has been added and Article 15(1) has been amended by the eleventh final provision of the Organic Law 3/2018, of 5 December, on the Protection of Personal Data and the guarantee of digital rights.
• Article 28(f) and (n) has been amended by the third final provision of the Organic Law 9/2013 of 20 December 2013 on the control of commercial debt in the public sector.
