This page prentende explain the differences between two legal orders: to have its own means and tasks of management, for purposes of its publication in the transparency Portal.

Orders to their own

• The transparency act obliges publish contracts, but not their own custom (item 8 of act 19/13). The commands themselves not to be considered to be contracts according to the Public Sector contracts law and, therefore, there is no legal obligation to publish them in the transparency Portal.
• The custom themselves must be published as such in the beijing platform for Recruitment of the public Sector (PLACSP).
• These orders, since there is no legal obligation to be published in the transparency Portal, we are provided by PLACSP daily in timing that we do from the Portal with their systems (this synchronization flush only the information on contracts).
• We must bear in mind that, under the orders, you can enter into contracts for the implementation of the same. These contratos- - it will be subject to the Public Sector contracts law and, as such, it should be displayed in the transparency Portal (but may appear as contracts (contracts, coming in dumping PLACPS that provides daily automatically)
• However, it has been considered useful to publish the access topursuit of their own customof the beijing platform for recruitment of the public Sector, under the heading of More transparency.

Conventions and management tasks

• For these elements of information it is no obligation to publication in the transparency Portal, according to act 19/2013 transparency access to public information and good governance and published in the section “Conventions and Packages”.
• To load this information in the Portal there is an automatic procedure from databases RCSPE or REOICO.
• These data are not loaded directly in the Portal by the units responsible for them or by pieces of information of transparency, but that the units responsible for the entrustment or of the convention entered into the database.
